The Fremont Community Digester (FCD) plant is a complete mix anaerobic digester that receives 100,000 tons per year of organic wastes and converts it into biogas that is used to generate renewable electricity. The $25 million power plant started producing power in December 2012, and is contracted to operate as a base load plant, with its capacity, energy, and renewable energy credits sold to Consumers Energy under a 20-year contract.
Our Task:
Development activities included:
- Working with the various Michigan environmental agencies and departments to apply for all of the construction and operating permits
- Creating the conceptual plant design, final design, and technical specifications for the plant
- Entering into fuel supply contracts with local feedstock suppliers
- Creating the bid documents and hiring an engineering, procurement, and construction contractor
- Construction oversight
- Start-up and Commissioning
NOVI arranged for the project-level financing, and applied for and received multiple state and federal grants that were critical to making the project financially viable. NOVI managed the plant start-up and operated it for an initial period.
