World Bank – Energy Sector Diagnostic Review – The Gambia

NOVI Energy LLC (NOVI) was commissioned by The World Bank to help prepare a policy paper designed to address technical and operational issues that impede the mobilization of financing for the development of the country’s energy sector.

NOVI’s role was to conduct a diagnostic review to explore the technical, financial, and governance aspects of the energy sector with a view to finding viable solutions to help The Republic of The Gambia achieve energy security.

The diagnostic review included an analysis of The Gambia’s electric power industry structure, regulatory policy and framework, financial performance of the local utility, generation, transmission and distribution infrastructure, demand and supply projections, and cost of power. Through this diagnostic review, the World Bank was planning to develop investment initiatives that would help The Gambia meet the internal goals of increased energy efficiency and cost effectiveness.

As part of this project, NOVI personnel went to The Gambia with representatives from The World Bank to meet the industry sector stakeholders, collect data, and observe several generation facilities. The NOVI team completed a thorough economic and technical evaluation of the energy sector in The Gambia, including evaluation of the state-run electric utility (NAWEC), the electrical system infrastructure, the regulatory legislation framework, and the effectiveness of the utility regulator (PURA).
